A Simple Tool for Social Assistance Synchronisation

Ponitri (78), a resident of Condro village, in the Lumajang district of East Java, was very concerned when she found out that she was not listed as a beneficiary of a cash assistance program from the Ministry of Social Affairs. This was even though she was eligible for the assistance as she has no fixed income and is categorised as poor. Her only recourse was to “…complain about my situation to the head of the village,” said Ponitri.

Badriyono, the Condro Village Secretary, pointed to the lack of updating and synchronisation between the Integrated Social Welfare Database, or DTKS and the civil registration data as the reason why some of the residents were listed for assistance and some were not, even though they were eligible.

The Condro Village Government responded to the situation by recollecting their citizens’ data and informing the community about the DTKS updating process. Once the data recollection was completed in March 2020, the village government then synchronised the DTKS with the civil registration data using an Excel spreadsheet.

According to Badriyono, the spreadsheet became a simple verification and validation tool that allowed the village government to update and synchronise the DTKS with the civil registration data more easily. “This process is also helping the distribution of social assistance during the COVID-19 pandemic,” Badriyono pointed out.

The village verification and validation team then simply needed to input a person’s national identity number (NIK) to verify whether the assistance had been received or not. Synchronising NIK in the civil registration data is the key to updating the DTKS. In addition to mapping the targeted beneficiaries of the assistance, the process helps in updating identity card coverage data.

The Condro Village Government allocated a portion from its Village Fund Cash Assistance (BLT-Dana Desa) and local government social assistance program for those who, according to the verification and validation results, were not registered in the DTKS.

To assist the village government in updating the DTKS, the Lumajang District Government, supported by KOMPAK, formed the district’s verification and validation team. “DTKS verification and validation are necessary to ensure that any social assistance provided reaches the targeted beneficiaries,” explained Nira Aviana, the Section Head of Management and Empowerment of Poor People at the Lumajang Social Office.

As of December 2020, 170 out of 198 villages in Lumajang had completed the data verification and validation processes. Their data was then put into the Social Welfare Information System-Next Generation, or SIKS-NG. This simple verification and validation system facilitated the Lumajang District Government in quickly and easily updating and synchronising its DTKS with its civil registration data.

According to Ahmad Muizul, Sub-Section Head of Community Welfare of the Lumajang Regional Development Planning Agency (Bappeda), the validation process helped the local government improved the data of potential social assistance beneficiaries in villages and ensure that any assistance is correctly distributed.

Following the data synchronisation success, the Bappeda of Lumajang and KOMPAK are developing an Integrated Poverty Information System to expedite the updating and further synchronisation of DTKS. This system will also be connected to other basic services such as education and health.
