Technical Guidelines for the Development and Supervision of Village Administration by Kecamatan

This book aims to provide guidelines for sub-districts in taking anticipatory actions for villages to manage village government in the form of village development and supervision. It also aims to strengthen the capacity of the village apparatus and community in making the village independent in accordance with their authority and also the capacity of the sub-district apparatus in conducting village development and supervision to be more structured, organized and of good quality.

This publication was prepared as part of the technical guidance for handling COVID-19 for sub-districts that had been prepared by the Ministry of Home Affairs of the Republic of Indonesia (Kemendagri) together with KOMPAK, which is a partnership program between the Governments of Australia and Indonesia. This publication aims to enrich these references and contains good experiences from 10 (ten) sub-districts in East Java Province which are in line with what is stated in the technical guidelines from the Ministry of Home Affairs of the Republic of Indonesia mentioned above.

Technical Guidelines of University Supporting Village Development

KOMPAK , Ministry of Villages (Kemendesa PDTT) initiated the University Supporting Village Development (UMD) model as an effort to optimize the Community Service Program. The model for implementing KKN has changed from what was previously considered unfocused, to thematic KKN, in which students and villages develop according to their potential and needs. Thematic KKN is expected to create real results in the community in various fields, economic development, health, education, and others and can be optimized to become an alternative to assisting the implementation of government programs for better results. Through this program, potentials and resources are integrated to provide a more optimal impact for villages, communities, and local governments.

An Analysis of Village Budget as a Foundation for Improving Village Financial Policy

Analysing the management of public finances at the village level is increasingly more important given the rise in fiscal resources sourced from village funds (Dana Desa, DD), village fund allocations (Alokasi Dana Desa, ADD), and village own-source revenues (Pendapatan Asli Desa, PADes). It is essential to establish an accountable village planning and budgeting process and ensure that village budgets are spent efficiently and effectively to improve community welfare.
